West Avenue

Following recent comments and requests, we have decided to provide details of Councillor Sharon Ball's work in respect of the double yellow lines that have been put in place on West Avenue.

Below is a timeline, with associated evidence of what has actually been done, a copy of all items marked with "*" are available should they be required.

7th May 2010 - email received by Sharon from resident asking for Double Yellow Lines *

7th May 2010 - email sent by Sharon to Highways/Police asking what could be done.*

27th August 2010 - further email sent by Sharon to Highways to ask what could be done.*  - Initial Blog put on the Website

2nd September 2010 - email response from Highways to Sharon confirming a Traffic Regulation Order (TRO) will be required, but could not confirm timescales at that time.*

28th January 2011 - confirmation email from Highways to Sharon stating a TRO was possible.*

28th January 2011 - Update blog put on this site

24th March 2011 - Parking issues at West Avenue discussed at PACT meeting.

17th May 2011 - email from Sharon to Highways requesting update re delays.*

18th May 2011 - email from Highways to Sharon confirming TRO will take approximately 6 months to prepare.*

19th May 2011 - Blog put onto website - Progress update

 Funding for this TRO also had to be agreed as part of the annual budget, agreed Feb 2012. Nothing further could be done until this was agreed. Once this was agreed the TRO Consultation was carried out by BANES Council, during which any objections would be considered.  Nb This is a legal requirement before any double yellow lines can be implemented. 

13th April 2012 - Blog put on this site further update re consultation

11th June 2012 - email to from Sharon to Highways to requesting white lines are put in place as an interim measure as no TRO is required for these.*

13th June 2012 - BANES Cabinet meeting - West Avenue removed from TRO options as a late objection had been received, Highways must now consider the objection. Cabinet minutes

27th June 2012 - Blog put on this site update re objection

2nd July 2012 - Update blog put on this site re meeting on-site with Cabinet Member for Highways Meeting update

Work can now start following this meeting, but would be prioritised alongside all other items that had previously been agreed in June cabinet meeting (29 other sites).

15th April 2013 - Lines finally being put in place update re lines being painted

As you will see from this timeline, the principle of these double yellow lines had been agreed by the Council prior to the last election, but have taken considerable time to implement due to the Council having to properly adhere to the legal process.

West Avenue Yellow Lines

After a long wait, I am pleased to see the council have made a start on the yellow lines on West Avenue.


The lines at the junction of South Avenue and West Avenue and from Brook Road Bridge down have not been fully completed yet, due to the parked cars.



I have contacted the highways team and requested these are finished as soon as possible.

Parking Restrictions agreed

 I am very pleased with the meeting that I had today with Lib Dem Cabinet member for Transport Roger Symonds and officers of the council.

It was good news that we were able to agree at last for the double yellow lines to be extended from number 1 West Ave to the Bridge at Brook Road, We also agreed that double yellow lines would be extended on the opposite side of the road from Triangle North to the sharp corner of West Ave before you get to 110.

Slow makings are to be placed on the road leading from Lyndhurst Road and also in the opposite direct from the Triangle.

We also agreed for several sets of double yellow lines not to be put into place on several other places on West Ave but agreed to yellow lines at the Junction of West Ave & South Ave.

White keep clear lines will also be introduced at the Junction of Maybrick Road and South Ave.

West Ave Yellow Lines

The Saga continues after my request over 18 months ago for double yellow lines to be put in on the side of the road from 1 to 111 West Ave.

The matter was discussed at the Cabinet meeting in June where the cabinet member for Highways withdrew the item from consideration so that a late submition over the safety of School Children crossing the road was submitted by Oldfield Infants School.

It is frustrating that this matter that has taken so long to come close to a resolution has again been held up but it is important for all the safety issues to be addressed.

A meeting will be held shortly on site with the Cabinet member to hopefully resolve the matter.
